What BSUoS charges actually pay for
BSUoS charges cover the cost of keeping the electricity system in balance, second by second. Supply and demand have to match at all times, and the National Energy System Operator (NESO) buys a range of services to make that happen.
Those services include frequency response, reserve power, voltage control, and paying generators to turn up or down when the network is congested. The bill for all of it is recovered through BSUoS charges.

Who pays BSUoS charges, and the 2023 reform
This is where things changed. Until April 2023, both generators and suppliers paid BSUoS charges, and the amount swung wildly from one half hour to the next because it was recovered from the actual daily balancing spend.
Two code changes reset that. CMP308 moved the cost so it is recovered from final demand only, which means generators no longer pay and the full amount now falls on suppliers and large demand users. CMP361 replaced the volatile after-the-fact charge with a fixed tariff set in advance.
Since 1 April 2023, NESO publishes a fixed BSUoS tariff ahead of each charging period. In practice that has made the charge far more predictable than it used to be, even if the headline rate still rises and falls between periods.
How BSUoS charges appear on your bill
You will rarely see BSUoS broken out as a separate line on a small business contract. It is usually bundled into the unit rate. Larger sites on pass-through or half-hourly contracts often do see it itemised.
The charge is volumetric. It is applied as a rate per megawatt hour on the electricity you actually consume, so the more you use, the more BSUoS charges you pay.
Because it tracks consumption rather than time of day, BSUoS behaves differently to charges like TNUoS, where when you use power matters as much as how much.
Why BSUoS charges still move around
Predictable is not the same as fixed forever. NESO sets each tariff on a forecast of what balancing the system will cost over the period ahead, and that forecast moves with the market.
Tighter margins, more intermittent renewable generation, and higher gas prices all push the cost of balancing up. A calm, well-supplied period brings it down. So the rate you pay this half year may look quite different to the last.
Broadly speaking, the long-term direction has been upward as the grid handles more wind and solar, which need more balancing to manage. That trend is widely expected to continue.
Can a business reduce its BSUoS charges?
Honestly, the levers are limited. Because BSUoS is now a flat volumetric rate rather than a peak-time charge, you cannot dodge it by shifting load to cheaper hours the way you can with some other costs.
The one reliable route is using less electricity overall. Lower consumption means lower BSUoS charges, alongside savings on nearly every other element of your bill. Sound energy management and the right contract structure both help here.
