Crown Commercial Service Framework

Catalyst is a named supplier on the Crown Commercial Service (CCS) Spark Dynamic Purchasing System, framework reference RM6094. Public sector organisations can use this framework to procure energy technology services from Catalyst directly, without running a separate tendering exercise.

What Is the Crown Commercial Service?

The Crown Commercial Service is an executive agency of the Cabinet Office. Its role is to help public sector organisations buy goods and services more efficiently, using pre-agreed frameworks that have already been through rigorous compliance and value-for-money assessment.

Using a CCS framework removes the need to run a full procurement exercise under the Public Contracts Regulations for every purchase. For procurement teams this means faster access to vetted suppliers and a more straightforward route to contract.

The Spark Dynamic Purchasing System (RM6094)

The Spark DPS is a Crown Commercial Service framework covering emerging technology products and services. It gives public sector buyers access to suppliers offering solutions across IoT, automation, AI, smart systems and energy technology.

Catalyst was admitted to the Spark DPS following a competitive assessment by the Crown Commercial Service. The framework reference is RM6094 and details are available through the Government Commercial Authority.

Through RM6094, public sector bodies can access Catalyst’s energy technology services, including:

Energy Bureau (EaaSi®): automated invoice validation, bill checking and energy spend management powered by Robotic Process Automation, designed for multi-site public sector estates.

Energy monitoring and data management: half-hourly consumption data, smart metering integration and real-time reporting across sites and budget periods.

Carbon reporting: automated data collection and structured reporting to support SECR obligations, net zero commitments and public sector sustainability requirements.

ESOS compliance: energy auditing and Phase 4 compliance management for qualifying public sector organisations.

Metering solutions: smart meter installation, DCC integration and half-hourly settlement support.

Local councils and combined authorities

NHS trusts and health organisations

Universities, colleges, schools and academies

Housing associations

Police, fire and emergency services
